Is it mandatory to do an exit interview after being terminated from a job in order to receive your final paycheck?

Can the employer stop payment on your final check because you declined doing the exit interview?

No, exit interviews are NOT legally required, and an employer may NOT withhold your final paycheck because you won't or don't do one; if your employer will not pay you, you could sue (e.g. in small claims court) for the money.
If they want you to do the interview, they could incentivize you to do it--e.g. they could offer you a bonus or severance payment if you do it. But they can't withhould your regular (final) paycheck.
