Is it legal for my employer to charge me one fee for health insurance and then charge someone with a domestic partnership less for the same coverage?

It is not the employer who is charging you the premium for health insurance, it is the health insurer. The employer is simply getting a presumed contribution from the employee for the health insurance policy.

Potentially the discrepancy in the associated monthly costs between you and the other employee with the domestic partner could lie with numerous different factors such as prior health issues, age, type of policy (ppo or not) and the like.

Most likely the differential between the costs of the two policies lies with the factors that I listed above.
