is it legal for a property manager to ask for payment before service is rendered this is in regards to cleanimg a carpet

I live4 in a apartment and I need the carpet cleaned and the new manager is asking for payment before the work is done. this has not happened before I have always paid after the work was done can she legally ask for money before service is rendered?

There is no law saying that an optional service, like carpet cleaning (i.e. something that the landlord is not required by law to do, such as fixing heating, electric, or plumbing problems that affect habitability) cannot be required to be paid for in advance, rather than doing the work first, then billing second. It is possible that your lease sets out the timing or process for billing for this, and if it does, the landord must honor the lease; but if the lease doesn't address this point, the landlord is free to ask for the money from you first before spending its own money to provide a service like carpet cleaning. Since it costs you the same whether you pay first or pay later, there should be no impact on you whether they bill up front or after the work is done.
