Is it illegal to let your 17 year old stay at a hotel with her 17 year old boyfriend?

Her brother was with them as well.

No, it is legal (except as set forth below): both are above the age of consent.
It would only be legally problematic if he were a felon, a drug dealer, etc. or otherwise some person where allowing her to spend time with him could be considered endangering a minor.
