Under the laws of most state sin this country, it is illegal for an adult (person over the age of 18 years) to have intimate relations with a minor (one under 18 years of age). Whether law enforcement will submit a report to the district attorney's office for the filing of a criminal complaint is always a question of discretion for the submission of the reprot and the possible criminal filing of a charge.

If the ages of the minor and the adult are close and they have had a previous relationship where the parents of the minor do not have issues with the adult, then most likely criminal charges will not be filed.

In the technical sense of many state statutes, for a 21 year old to get a 17 year old pregnant, the crime of "stautory rape" has occurred.
