Since ND is not a cmmunity property state and the cards were in your MIL's name only, unless your FIL expressly agreed to be held liable for these credit cards (which you did not indicate), then he bears no responsibiltiy to pay them off. That having been said, the assets of your MIL's estate will be used for paying these debts.
