If in my employee handbook, it states that all terminations of employment must be approved by the policy counsel but my termination was not so approved, can I pursue any sort of legal action?

I was fired when the policy counsel was off for the summer, so my termination was not approved by the policy counsel.

No, you can almost certainly not pursue legal action, unfortunately. An employee handbook does not create an enforceable contract, except in rare circumstances which likely do not apply the law does not require approval by the "policy counsel," so that was a purely internal policy--but the law does not enforce internal policies and unless you had a written employment contract, you were an employee at will, and employees at will may be terminated at any time, at will, and have essentially no rights in or to their jobs.
