If an 18 year old bought a new vehicle and, should the vehicle be registered/insured under the son’s name for liability purposes?

If so, do the parents still have any liability? Would umbrella insurance cover this liability? The previous vehicle was registered/insured under their parents.

Under the laws of all states in this country the 18 year old is an adult. If the vehicle is the 18 year old's then he should have title in his name a well as insurance for the vehiclein his own name.
