if someone was put on felony probation last month and got arrested this month for a crime that happened in march 2009 is that a violation of probation

Since the offense that the individual just got arrested for happened prior to their probation probably not.  In fact, had they gotten arrested for a crime committed this month I still say it's not a violation -  not at least unless they are convicted.  In my opinion being accused is not a probation violation; being guilty is.
