If my manager asked me to send her pictures with my shirt off and has asked me to hang out outside of work multiple times is that considered sexual harassment?

If so, what should I do about this?

What you describe certainly sounds like sexual harassment, since it seems your manager is expressing an inappropriate sexual or romantic interest in you, which is barred by law. You could file a complaint with the federal EEOC or your state equal/civil rights agency, or speak with a private employment law attorney about possibly bringing a law suit.
