If I am denied a pay increase and told that increases weren’t being given this year but another employee is given one, do I have grounds for complaint?

No, not necessarily. Do you have an employment contract that covers this situation? Does there exist an applicable union agreement? Does this action violate company policy? Is this differing treatment the result of actionable discrimination? If you answer no to any one of the foregoing, then you have no grounds on which to file a complaint.

The fact is that employees need not be treated equally or fairly. In an at will employment arrangement, an employer has a great deal of discretion in setting the terms and condtions of the workplace; this includes who does and does not get a raise and when. In turn, an employee can choose to work (or continue to work) for an employer or not.
