I am so sorry! Generally speaking, if the damage caused by the try was due to what is called an "Act of God" - the storm caused the tree to fall - then unfortunately no one is responsible for the damage. If, however, the owner of the tree knew that the tree was rotted or dying and unsafe and then it fell, you would have a basis to sue them based upon their negligence to take care of the tree before it damaged your car.
