If a trash carting company hasn’t billed me for over a year, can they collect for past services if I call now?

Yes, the fact that a service provider or vendor has not billed you (such as, for example, due to some oversight on their part) does not prevent them for billing you for the services which you received and should have paid for; and if you are billed and do not pay, they could sue you to recover the money. A failure to bill does not give up a claim to payment.
