If a person finds money on the ground and later discovers who the owner is, are they legally obligated to return it to the original owner?

Yes, in most situations you may be required to do so plus it is always the best moral thing to do. Consider speaking with your state abandoned property division about any such laws or regulations in your state. You may get a reward if you return the money to the police.
