If you are salaried, they do not owe you any additional money: your salary is your full payment for all work done, even if it's more than you are "supposed" to work. 
If you are hourly, their only obligation is to pay you for all hours worked (including overtime when working more than 40 hours in a week). 
The "mandatory 190 hours" is just the employer's internal decision or policy: it has no enforceable legal effect.
