I will be 10 years at my employement on July 7,2009. If I get fired now or laid off, am I entitled to my accured vacation time?

Pennsylvania does not require employers to offer vacation or sick pay, so your company's policy would prevail in this situation.  Talk to your Human Resources department to see what the policy provides.
