What to do if I was hit by a girl that was driving with no lights on in the rain and she hit me on my passenger rear door/tire but I was given a ticket?

The cop is saying it was my fault because I had a stop sign. I did research and was told that the law states that I had control of the intersection if a person hits me behind the driver/front passenger side door. Is this true? I stopped at my stop sign and then went because I did not see her due to her having no lights on in the rain.
