If I want to change my last name back to my maiden name but it’s been 17 years since my divorce, what would I have to do?

And I am assuming that your divorce paper give you the right to do so in there, correct? If that is the case there is not statute of limitations I believe t change things now. If the divorce does not give the right to change back your name it may be easier for you to just legally change it back with a name change application. Good luck.
