What to do if I have a vehicle that was brought into our shop about 4 years ago and the repairs were completed back then but the owner refuses to pay?

Can I apply for an abandoned title?

I would consider suing the owner for the repairs and reasonable storage fees.  If the owner defaults or the amount is more than the car is worth work out an agreement to have them sign over the title in full payment.  Good luck.
