Roaches are the kind of problem that usually gets attention fairly quickly from a health inspector or housing official.  You should call one or the other, and you should be able to find the right number in your phone book.  Their report will document the problem, and they can often force the landlord to fix it.  In most states, the landlord cannot retaliate against you for doing this.
