No, there aren't any other legal options. Car insurance is  mandatory. If you can't afford auto insurance--even the fairly bare-bone plans which are available--then perhaps you need to rethink driving: driving without insurance is illegal and very, very dangerous, since getting in an accident can wipe you out financially.
