If I’m a non-resident international student studying in the US and want to start a company related to media, can Istart a company on my own?

If yes, is it LLC or INC? What are the procedures and documents required?

YOu can start a company, the type of entity is immaterial for immigration purposes.  However, you are not permitted to work or derive any income from this company while you are in F-1 status since that status does not provide for employment authorization.
