If I’m on my F1 visa and doing my OPT which expires next month, is it possible to fly to Canada, travel there and then come back to the US on the VWP?

So long as your travel plans to Canada are completed and you return to the United States before any visa expires or any other immigration document you should be fine to return to the United States in the VWP that you have written about.
