Federal Gov NSPS vs GS Pay Schedule Can I file a class action suit against the Gov for treating NSPS employees differently than GS under these circum.

I was a GS 9/4 when forced into NSPS pay system. I recently accepted a GS11 position. When promoted in GS system, they jump two steps in your lower GS then go to the next higher salary in the higher GS. I was told that I would be a GS11/5 @ a $4400.00 yr promotion. They called later, said they made a mistake that in the NSPS pay system, they don’t do the two step rule so I would be a GS 11/3 @ a $595.00 yr promotion. So I am being treated different than a fellow GS employee who would have received the higher pay immediately just because they were GS. Lots of $$ & people affected by this rule
