During open enrollment am I legally bound to provide health insurance to my wife?

She moved out of our residence 9 months ago and moved in with another man 2 days later. There is no legal separation document nor has there been a filing for divorce.

During the litigation of the case it is not wise to cut off the insurance, the court could sanction you.

If the marriage is heading for divorce, the court will frown upon your cutting off her insurance.  My advise is to get a divorce, and then cut off the insurance.  Contact a divorce attorney that practices in your jurisdiction.  I practice in Hillsborough, Pinellas, and Pasco Counties.
