Does this affect the outcome?

My son got hit 2 days after his birthday and his tag was expired. The accident was not his fault and the other driver was ticketed for an illegal turn. Can this affect the outcome?

The fact that your son had expired tags is irrelevant in determining fault in the accident and won't affect the outcome.
The other party was at fault and was ticketed for an illegal turn.
Your son should file a property damage claim for the cost of repairs to his car with the at-fault party's insurance carrier. Since you did not mention it, I assume that your son was not injured in the accident.
