The landlord's employees can enter your apartment without you being present or without your permission.  The landlord has to give notice prior to entering your apartment.  The notice requirement varies from state to state.  For example, in CA, the landlord has to give 24 hours written notice before entering the apartment unless it is an emergency.  Entry has to occur during normal business hours unless it is an emergency.  If it is an emergency, no notice is required.  The written notice of entry form commonly used by landlords in CA is also applicable to their employees, agents, etc.
