Does a school counselor have the right to force a student to call a rape hot line without a parent’s consent?

Under the laws of all states in this country a school counsel cannot force a student to call a rape hot line without the minor's parents' consent. Rather the option is for the school counselor to report the suspected rape to law enforcement under the law and let an investigation begin.
