Do I have to report a job offer that I refused before I even collected my first unemployment benefit check?

I recently was laid off from a job I held for over 4 years on March 26th of 2019. I got busy looking for a new job right away and was offered one but the job was potentially hazardous to my health so I refuse to accept it. I was wondering if I have to report the job offer refusal the first time I collect unemployment benefits, even though I was not collecting at the time I turned down the job offer?

Legally, if you had applied for unemployment benefits at the time you received the offer, you would have to report it--you must disclose any/all job offers received from when you applied forward. If you had not yet applied, you do not have to.
