Do I have to disclose an unadopted small city plan for traffic patterns when selling my home?

My city had a small city study completed. Recommended but not yet adopted is the
possibility of a round about on or near my property. Am I required to disclose to
potential buyers of my home?

You do not have to volunteer the information: you only need to volunteer information about your property. However, you cannot lie: IF you are asked about whether you are aware of any proposed traffic, etc. changes, you'd have to answer truthfully to avoid committing fraud.
