Do I have a case regarding unfair or possible bias in hiring practices?

I started the interview process with a bank about 5 months ago. First of all, it was a lengthy process. I had a phone interview with the hiring manager and then went on-site to have a first round of interviews with 3 managers, and finally I went for second interview with the head of the department. I spent 4 months in this interview process. They seemed to move things very slowly even though they claimed that they had 2 open positions and needed them filled immediately. After my second interview, I got no response from the bank for about 3 weeks, then I followed up with the hiring manager. His respond was,

Unfortunately absent some form of legally actionable discrimination, which you did not indicate to be the case, no law has been broken here. An employer is under no obligation to hire someone that they have interviewed; that is what interviews are for, to determine if a job offer will in fact be made. Either the hiring freeze was just an excuse for them to say that they did not want you or there was genuine freeze and after which they decided to hire someone else. No matter, their actions were perfectly permissable.
