What can I do if CPS gave me the kids with a safety plan but I’m not on birth certificate so I can’t enroll them in school?

Given what you have written about you need to get a custodial order with respect to the minor children that are in your charge. For such, you need to consult with a family law attorney and Child Protective Services (CPS) to get the desired custodial order in your name so as to enroll the minors in school.
