Cold I get a driver’s licence in another state if my license has been suspended?

My drivers liscence has been suspended due to unpaid fines. The tickets are for failure to provide proof of insurance and headlight not on (htis was due due to a short). Also, at this time I believe I have 3 driving while suspended. Other than those minor issues on my driving record, my record is good.
