CO Bus into work

Hello I work for United Airlines. We drive to work then we have to bus into
work. They are saying that our time doesn’t start tell we are sitting at our
desk. The bus ride can be 15 to 20 mins depending on the airplanes leaving at the
time.

Are they allowed to force me to start my time when I still have to travel on the
employee bus?

Communtation time is not compensable. Accordingly, be it on the company bus (which is provided as a courtesy) or your own vehicle, etc. until you reach your worklace you are not entitled to travel time. Once you reach your work location and are ready and able to perform your work duties, does the "clock start", so to speak.

Yes, your start time does not begin until you are ready to start work, at the location you are supposed to be at (e.g. your desk) for work. That you ride on an employer-provided bus is just a courtesy to facilitate your commute: you could be required to get there completely on your own, regardless of how inconvenient or expensive or slow that might be. That the employer provides a bus for your benefit does not mean that time on the bus, still riding into work is compensible work time.
