Can you take someone to small claims court over fantasy football winnings?

Under the laws of all states in this country if one is damaged or is owed money with respect to a fantasy football pool, the damaged person has the right to file a small claims action. The issue is whether the court will enforce the agreement based upon state illegal gambling laws.
