Can the selling agent charge the buyer a brokerage fee even though they don’t work for the buyer?

I have no agent and am being charged a brokerage fee by the sellers agent. He is
also charging the seller the same amount. Can he charge me the brokerage fee even
though I didn’t hire his agency to work for me?

No, he cannot. You cannot be made to pay any fee or commission to which you did not agree. If you never hired him and did not agree to pay him, then you are not responsible for this fee; only the person who hired him is.
