can someone get married before their divorced is final?

My cousin is planning on marrying his girlfriend next month but is still leaglly married.

If your cousin gets married before his divorce is final, then he will guilty of the crime of bigamy. A person is not legally free to re-marry until a final decree of divorce has been issued by the court. Should he go forward with this second "marriage", that marriage will be ""null and void". This means that from a legal standpoint it will be as though it never happened.
