If you have a written lease, then not during the middle of the lease term, only when it's up; if you have an oral lease, it can be done on 30 days notice. In either event, if the apartment is not rent-controlled and there is no public subsidy (e.g. Section 8) used to pay for it, the owner probably can raise the rent by this much when he/she is able to...though you need to check the laws of your particular state (so you may wish to re-post your question with more detail), since some states (like NJ) do put some limits on rent increases.
