Can I create and monetize a tourism website for a particular city without that cities approval?

I am creating a tourism website for a coastal city. I plan to monetize with
affiliate marketing and travel deals. Do I need any sort of permissions from a
city in order to profit by sending them tourists?

Yes, you can do this: you do not need the City's approval to offer travel deals, find and attract tourists, etc. The only thing you have to be careful to NOT do is to not in any way suggest an affiliation or partnership or other relationship with the city which does not exist.
