Crazy as it sounds, yes rules can be put into effect even if at the time they cannot realistically be implemented. The fact is that absent some form of actionable discrimination, a business can set the conditions of the workplace much as it sees fit. The exceptions being if such a change violateso the terms of an emlyment contract or union agreement.
