Can I be mandated to work a shift at a different location than scheduled?

I work in registration at a local hospital in PA and a colleague of mine was recently mandated to work a shift at a location in which she does not normally work, and had actually requested in the past not to work there, this was due to a call off and she was not given advance notice, she came in for her scheduled shift and was told to immediately go to the other location which is more than a half an hour away from the hospital we normally work at.

Unless this action violates the terms of an employment contract or union agreement, it is legal. The fact is that an employer can set the conditions of work much as it sees fit (absent some form of legally actionable discrimination). Accordingly, an employee can be made to work at different work locations at their employer's discretion.
