Can I apply for asylum and reinstatement of my F1 at the same time?

i don't believe you can do both at the same time.  one is asking for political asylum based on whatever claims you may have regarding credible fear of persecution in your home country; the other is asking for a temporary, nonimmigrant visa to study in the US, for which you must have a demonstrated intent to return to your home country after completion of your studies.
