It is good practice to have company policy down written, however there is no requirement that this be done. In fact, having a company policy at all is discretionary. This means that an employer can choose to have one or not. That is so long as you have no employment contract or union agreement to the contrary. The fact is that most employment is "at will" which means that a company can set the conditions of the workplace much as it sees fit (absent some form of legally actionable discrimination). If this is unacceptable to you, you can either complain but risk termination or quit.
