The general rule is that you can not be denied employment where that denial would be discriminatory, such as for your race or age. There has to be some recognized right under the law, otherwise and employer can choose not to hire anyone as an employee for whatever reason. What you want to know is if your prior record is enough to deny you employment. Yes, I think that it can be. Employers do not have to be altruistic. They are running a business and their judgement - as long as it is not illegal - is the final say. What you should consider doing is to seeking to have your juvenile record expunged or sealed.
