Can a towing company deny me from getting personal property from tow yard.

Was in a wreck other driver fault. Now the
towing campany has denied me access to get
personal items out of car.

Absolutely not.  Check and see if it is an issue with the insurance company putting a hold on it.  If so because they want to inspect tools in case part of your loss then work to get them out quickly to do so in order to get your stuff.
