1) After business hours is the next day; or to put it another way, when dealing with the government or a business, a "day" is only to the close of business hours. So for legal purposes, you did pay on March 1st.
2) You can certainly ask to have extra fees eliminated or fines reduced, and there is a reasonable chance the prosecutor or court will do this--but they are not obligated to. All you can do is ask.
