I’m a non resident non citizen wishing to set up business in the US and using this as a route to gain citizenship or a green card.

Sometimes it can be but in most cases it is not possible to gain permanent residence through your own business since it is not seen as a bona fide job opportunity for a business to consider any other qualified workers where the beneficiary is the owner of the business.
