Can a 16 year old female sign her baby over to an adult without her parents being invovled ?

No, she would need the legal assistance of her parents because she is still considered a minor herself. The exception to this rule would be if the minor were legally emancipated... such that she was legally declared to be able to make these decisions for herself.
