Under the laws of all states in this country there is nothing prohibiting two people who are on parole from marrying each other UNLESS the terms of the parole state that one or the other cannot associate with someone who is a convicted felon. If that is the case and one of the two or both are convicted felons, then marrying each other is out of the question.
