Are there any rules and regulations about proper invoicing and being upfront about all charges?

I had a plumber that came to my house and did some work on our water tank. He changed a switch and indicated that the whole tank needs to be changed soon. He was very persistent on scheduling a date to change the whole water tank, and pressured me into setting up a date, however, I indicated to him that my husband is out of town and I will have to get back to him but we can go ahead and set up the time now, and we will let him know either way. He never gave me any paperwork or invoice. I asked him how much for his services today and he gave me a dollar amount for the part that he changed.

Different industries in each state have different requirements for contracts. If the plumber is licensed under your state, he or she is required to have written invoice with the state contractor's license on it with an itemization for the  charges you are being asked to pay broken into time, rate per hour and cost of parts.
